The technology as it currently exists isn't ready for widespread use. Most, if not all, CO2 capture employs a similar type of geologic formation in which to pump the CO2 or it can also use old oil wells. If you don't have either of those two things near your coal plant (VAST majority do not) then capturing CO2 does no good.
