Phil is probably the one most responsible for the lack of regulation for all these new trading instruments. Now, not solely responsible, there were plenty eager to jump off that particular pier. Phil is now a VP for foreign investment bank. One whose lawyers have cautioned certain members of their management to avoid going to the US because they could be arrested. Seems that that company is one of the major holders of sub-prime mortgages.
