Not only are their oil sands more difficult technologically to mine but more expensive

There is no technologial nor financial barrier to exploiting these reserves fullbore. Its being done ... on a much smaller scale than it could be. They can be exploited cheaper than Canada's oil sands. And their oil sands industry is being expanded as we speak.

And its worth nothing if it can't be mined profitably.
