Wanna justify why you think it should be viewed that way, or are you just going to pound the ABB table like you usually do? Taxation policy under bush has favored the rich, even as he was trying to convince the country that the "vast majority of the tax cuts go to those on the bottom". Maybe he believed that, but that presents another problem with the man. In any case, the tax cuts have failed to raise all boats as he sold it would. What we have today is an economy teetering on the brink of recession, and with energy prices going through the roof, it's easy to see it going to hell altogether.
