My personal view is that the Feds have to be in charge of this issue. While I understand both views, you're always going to have a NIMBY problem and it is the purpose of the federal government to make condemnations in such instances.

So you would be OK with the Feds taking your personal property (real estate or other) for any reason they can imagine?
