Who was wrong there - Kerry or Obama?

When Obama ran for the Senate in 2004, he promised to "unequivocally" vote against appropriations to pay for the war. But since taking office, he's voted for four separate war appropriation bills.

Was he wrong when he made his promise or when he broke his promise?
