Par for the course in la política ejidal, a few holding out in opposition can stall things for some time, often they have hopes of a little something extra under the table, though sometimes they're just against whatever is happening, period ... can't push the river in these cases, just gotta wait for local processes ... considerable similarity with indian reserve stuff in the g.w.n., comes from sense of communal ownership which leads to strong desire for 'consensus', meaning that few individuals or in some cases one person can hold up the rest ... not nearly as serious there - the mexicano is at core naturally pragmatic, sensible in the end after a number of idiotic suggestions have been tried and found to fail, and does not receive great whacking automatic regular chunks of cash from federal taxpayers
