It seems to me that cutting the payroll tax and substituting the gas tax money instead is a spot on idea

If neutral, that means that the same amount of money coming into the Treasury from the increased gas taxes is offset by reducing the amount of money coming into the Treasury in the form of payroll taxes.

So now there's more money to maintain roads, but less money to pay to SS and Medicare recipients. Isn't that just replacing one problem with another?
