No, this was right before his term ended, as he was term limited out. I guess it was for his run in the national election. I'm guessing, but I think it was about the same time the national politicians overwhelmingly wanted amnesty before it all blew up in their face; he was trying to play along with the crowd.

Of course with McCain or Obama, we'll still have open borders and amnesty. Grab your wallet.
