Kate, I know it's hard to believe that he could propose something helpful. But that's no excuse for balking at actively reading the proposal, especially after I have repeatedly vouched for it.

The idea, once again, is to capture X dollars from a gas tax and cut the payroll tax by X dollars. Then you put the gas tax X dollars into the SS fund. There's no impact on the SS fund. No roads get built with the tax money. It goes to pensions. Meanwhile demand for gas is reduced.
