What are you talking about - if either parent is a US citizen you simply go to the local US Consulate and get a passport - there is no residency requirement at all. My twins were born in Okinawa Japan and the wife was not a US citizen - 10 minutes and bingo citizens forever. This was in 1993, the only thing that's changed in the past several decades is the time frame to act without having to do additional paperwork - 30 days if I recall correctly.
