And, it just occurred to me....how would the govt. implement the subsidizing of those consumers hurt by the extra gas taxes?
One last time. They get a cut in their payroll tax. That's not an exact match with consumers who buy gas, one difference being the windfall for those who cut their gas use.

Kate, you want so badly to find fault that I won't stand in your way any longer by offering facts or varying interpretations.

Plus folks in the heartland who drive long distances to work and shop and have zero public transportation....not even taxis to share.

Wherever we live, however we live, there are risks. If you live where there is excellent public transportation, you risk being mugged, you pay more for your housing, and you can't find a decent tomato. We don't compensate city dwellers for that. We respect their choice to live that way. If they want to trade their set of risks in on a different one somewhere else, they move. There's no reason to compensate people for choosing to live in the wide open boonies, either. The price of gas is a risk that goes with the package. Compensation includes watching their unleashed dogs romp and their kids grow up without asthma.
