Just swap some of those mortgage-based securities (that the Fed has accepted as collateral) for dollars, then shred the dollars. That will make the dollar more scarce and more valuable.

If that doesn't work, cede back some territory to Mexico in exchange for dollar payments, and shred the dollars.

If that doesn't work, auction off members of Congress to any remaining cannibal tribes in the world, and shred the dollars. Include free Adolph's Meat Tenderizer with the offer.
