Ok, so if everyone gets a cut in the payroll taxes they pay and the whole thing is truly revenue neutral, it seems to me that the incentive to conserve is lost.

If I pay $2 more for gas, but get a corresponding reduction in the amount of payroll taxes I must pay in, then why would I use less gas?

BTW, I read yesterday that the true cost of gas should be closer to $5 a gallon. Apparently, refiners are absorbing the increase for now in an effort to maintain sales levels and not shut down capacity. (US refiners aren't operating at full capacity.....acutallly about 87%....even though many commentators blame the high price of oil in part on the fact that no new refineries have been built in some time).
