With capacity having expanded only 12.9% over a ten year period, can we assume the gasoline demand has only increased by that same relatively small rate?

Nope .. it's been greater than that ..
That's domestic refining capacity ..
Gasoline is a fungible commodity .. There's no real
reason to have a domestic refining capacity in excess
of our domestic crude oil production which runs roughly
5.5 mbpd .. We can either import crude and refine it here
or import finished product .. We do both .. a lot !!

Triff ..
