Rod Bryden. (Darren Brown, OBJ)

The City of Ottawa's planning and economic development committee recommended Tuesday that council give the green light for a full-scale waste-to-energy plant.

Businessman Rod Bryden said the plasma gasification plant, which would be built and operated by his Plasco Energy Group and handle over 400 tonnes of waste per day, would meet all environmental standards set out by Ontario's Ministry of the Environment. Mr. Bryden added he expects the plant to generate around $125 million per year, while city manager Kent Kirkpatrick said the city would provide around $8 million per year to the company.

Plasma gasification decomposes waste under extremely high temperatures and low oxygen levels, while leaving smaller amounts of sulphur, chlorine and other heavy metals as waste byproducts.

A smaller waste-to-energy facility has existed at a $27-million demonstration site at the Trail Road landfill since 2006.
