That isn't proof. Just some report from a Berkeley professor that is 2 years old. The last two years have shown tremendous investment in alternative energy.

Although the 80s gave us very low oil and less incentive to seek alternative energy sources have increase the last few years. One may also note that much of the R&D comes from the public sector and they have made dramatic moves in wind power and alternative fuels (battery, hydrogen, NGAS cars, solar etc)

There is less R&D required as the sciences catch up to their potential in mechanically feasible prototypes.
