As previously discussed, the manhour costs of installation and maintenance would take your number significantly higher.

And I don't see them deploying using per-user costing UNTIL they have enough users willing to pony up the dollars for the cost of the WHOLE deployment (not just for a CO, but for at least a whole region) BEFORE they commit.

In this consideration, I agree with your statement:
