Not really. Its the source of more funds for teaching of radical Islam, and it helps create the pool of radical Sunni terrorists, but it doesn't directly fund terrorism on anywhere near the scale of Iran.

The Iranian efforts are more localized and geopolitical on a regional basis [Iraq, Syria, Lebanon, Palestine, perhaps with some efforts inside Saudi Arabia and elsewhere].

Largely true, but "localized" doesn't mean small. The efforts in those regions are massive.
