Absolutely -- it is also true when things are going badly, everyone wants to bail out without finishing the job.

Bush has been bashed for his dogged commitment to the war (even though most people are opposed to it). This is something a president who takes you into a war needs to be able to do -- stand the political heat when things go badly (because in many/most wars, things go badly at some point). You can't just cut and run because you had a bad week, month, or year.

This is something I've become concerned about on the Obama front. It is clear to me that he shares a problem with Bill Clinton -- that is, that he is unduly influenced by political expediency. Call it "under the bus" syndrome, I guess -- he has thrown under the bus his grandmother, his pastor, then the entire church, this Johnson guy, and Holder is going before it is over with. If you believe in these relationships, can you not stick it out even though there is a little political heat?

You cannot have a stable government that is run by polls, and I think that's what we're in for with Obama.
