If it is some party line, its not a particularly relevant point, or something I remembered. I don't care much about party lines. The important fact about my comments where that they where true.

Accountability is an important consideration, but it isn't the only one, esp. in a crisis situation. Accountability and thorough careful documentation are one side of a coin and red tape is the other. If careful management is the most important concern you take the time, if time is the most important concern you take the hit on the risk of wasting some of the money so that the part that doesn't get wasted can be used immediately.
