Yep, you would notice them for sure, they are and have been springing up like mushrooms around here.

The theory is that at some point you will not be able to mix chemicals on your property if you don't have a "certified chemical" building. The floor has to be designed to catch the overflow and leakage of your sprayers, earthen banks between your building & nearby waterways or ponds and a certain distance away from wells.

The program pays the bulk(if not all) of the cost of the building...the main pole barn contractor in this area has all the work he can do for the foreseeable future.
