This whole thing started right after 9/11 when the question of whether that was a crime or an act of war. That has never been settled.

The answer is obvious.

Assuming we still engaged in the quaint practice of declaring war, who or what would be the recipient of said declaration? A person? A group of persons? The nation where they were based?

If the latter, we'd have had to declare war against Saudi Arabia, Pakistan, Afghanistan, Germany and ourselves, among others.

Since stateless individuals are responsible for terrorist acts, they must logically be called crimes.

That this Admin has succeeded in confusing the question says more about its political machinations that it does about the question itself.
