Not to everyone. Certainly not to the people who count at the moment. If it were obvious, we wouldn't be in the position we're now in.

You rushed off that one pretty quickly. You suggested that the warring party wouldn't have to be a nation, but then dropped rather than develop that notion.

Since stateless individuals are responsible for terrorist acts, they must logically be called crimes.

Even if they are called criminals, surely you recognize that they don't fit neatly into our criminal justice system for many reasons, not the least of which is that they're usually in some other country. If we want to shoehorn them in, don't we need to create some variations for them? We have created some variations for dealing with criminal enterprises here in this country as distinct from ordinary criminals. That acknowledges that the Mafia is not quite the same as Joe Citizen who robbed a liquor store. Should we not at least have a list of variations and special procedures for AQ?
