Suppose for a moment that those in charge WANTED a military approach and were willing to fabricate and cherry-pick evidence to support the case for it. The questions we'd need to ask next would take us in a very different direction.

You suggested that the warring party wouldn't have to be a nation, but then dropped rather than develop that notion.

You'd have us declare war on an individual, or a group of individuals? I suppose we do have the Noriega precedent, but isn't that a bit like using a sledgehammer to drive in a tack?

Should we not at least have a list of variations and special procedures for AQ?

Logically speaking, yes. Seems to me that logic has not been the driving force in this "War on Terror".
