The doctrine we practice now says that if the US thinks you are a threat, we will seize you anywhere we like, take you anywhere we like and do anything we want to you, including torture and abuse if we deem necessary.

Your recourse throughout this process is zero. None. Maybe forever.

So.....if this was spelled out in a referendum on a constitutional amendment to authorize this specifically, would it get through Congress? Would it be ratified by enough states today?

Very unlikely. The fact that we still practice this doctrine anyway disgusts a lot of us.
