You neglect to consider his condition at the time of the decision and consider healing over long periods of time.

Forgetting for a moment the Navy's rules and McCain's long term healing, as a Senator and a wealthy man in his own right, wouldn't the honorable thing be to give back his pension, or at least donate it to some charity?
