That's what courts do - decide who is guilty and who is innocent. No, that's what whatever function you assign it to does. Doesn't have to be a court. Doesn't have to get as far as a court if you have good definition. The easiest and best way to deal with the innocent is not snag them in the first place. Then they don't need a court.
