Secondly, charging them with conspiracy is worthless unless you can convict. Convictions for conspiracy are unlikely at best. That's because conspiracies don't leave fingerprints or show up on security cameras. Sometimes you might find a paper trail but that is iffy for other than white-collar crime. Evidence is usually one of the co-conspirators who is persuaded to turn on his fellows. Unlikely. Unless maybe you want to torture them...<<

I'm not sure I understand what point you're trying to make. Are we supposed to arrest and detain people without trial because they might be terrorists? Because they might at some point in the future commit a terrorist act? I don't think that's what you're suggesting.

And by the way, while a single person makes an adequate terrorist, in the vast majority of cases suicide bombers do not work in isolation. They are recruited, trained, and equipped by others. And it has been shown over and over again that you can indeed get information from co-conspirators without torturing them.
