The problem is that we are both at war and not at war, depending on which is more expedient at the time. We are at war, so we can abolish habeus corpus, but we're not at war when it comes to extending Geneva accord rights to the combatants. Until we get a more fundamentally honest Admin in place, your and my questions will go begging.
