MTBE was developed by Exxon / Lyondell. Exxon lobbied hard to with a large amount of money to have their MTBE product chosen as the replacement for tetra ethyl lead.

Chevron had proposed ethanol as a replacement additive and pointed out the obvious disadvantages of of a product like MTBE which is both toxic and water soluble - not a desirable combination for a fuel in wide use.

Exxon was able to make some money on MTBE and the entire industry and society paid the price.
