I think the main "obstacle" there is that other countries are independent entities. We want to control everything and everybody. That some identified terrorists would end up being released by their countries of origin is a concern...

International cooperation, while a desirable thing, seems to have its conflicts as well.

Recall that the case that triggered the recent SC habeus ruling involved a man who had been detained and vetted by the judicial system of his adopted country and turned free. We saw something that caused us to detain him again.

It would be nice to see the UN assert its powers with an international commission to arbitrate these sorts of disagreements.

The second "obstacle" there is that, were another 9/11 to occur, this country would merciless blame our leaders for not having "done something."

Responsible leaders, rather than playing protective daddy, would remind us that with freedom comes consequences and that terrorism will never be totally eliminated in a free society.
