First of all, the price of oil has been increasing steadily since Bush Jr took office. Republicans had majorities in both Houses until 2006. But you ignore those facts, because they are inconvenient for you as they run counter to your argument.

Second, the price of oil has almost no short term correlation to who is in power. Rather, it is almost entirely governed by supply and demand. The long term trend is due to lack of supply due to India and China consuming more and more. Nothing will stop that trend. The only thing we can do over the long term is to try to drill as much as a we can and simultaneously move to alternatives. Ultimately, it will be the permanent destruction of US demand for oil that will solve our problem.

Thirdly, how many times have the Republicans blocked efforts to move to alternatives? Drilling for more oil is a short term solution, but I can see you are hopelessly short sighted in your perspectives.

It's clear that you have no clue how to do correlation analysis or to determine what defines a root cause.
