Sort of. Apparently the difference in price between sweet and sour crude has convinced the oil companies to invest in sour crude refining. Because that is what they are building here.

But, you see, they don't really believe in the free market. They only play lip service. They see that there hasn't been a refinery built in 30 years and they immediately jump to the conclusion that it is a conspiracy by the Democrats as the reason.

The fact that the oil companies were pretty sure the ROI would be lousy never entered their so-called minds.
