"No significant presense in the region"? That would have been before bin Laden was born or at least when he was a child. The US had no troops or bases in Arab countries till Saddam invaded Kuwait. None in any non-Muslim countries till Clinton sent troops to Kosovo. The next commitment of troops to a Muslim country followed the 2001 attack.
