Well then it would be even rarer that the criminal would turn around and later provide some major benefit to society. Most people who would commit such crimes are either irrational, or psychopaths, or exceptionally cruel vicious non-psychopaths. None of those three groups are particularly likely to benefit society.

But then I think it still does happen some time. Evil people turn away from the error of their ways, irrational/insane people get treatment, and sometimes it helps.

Still in any particular case the safe bet is unfortunately that they will not turn things around and start benefiting society, or at least will not turn things around for many years.
