You have vehicles that get 40+ MPH and vehicles that get <15 MPG... and you have consumer choices. It's not magic to incent efficient vehicles and disincent inefficient vehicles. It's common sense.


and if you magically achieved 40mpg fleets - what next?

There is a law of diminishing returns you toss out so quickly - I fully expect our demand for energy to increase regardless of efficiency due to a number of factors.
