There are no idle rigs. They'd need to be moved from elsewhere. Asia-Pacific oil rig use in May at 16-year high. livemint.com Window of opportunity closed down already. Besides Chevron also need the technology and the money to go get that oil, not to mention EPA green light. Join the queue at the back and don't forget top get green light from EPA too!
