How about it being a clear signal in response to a veiled threat?

What was the threat?

I don't see anything distasteful in it, especially when Hillary has indicated she doesn't want it, and will only reluctantly accept it, if offered.

Why poke a finger in Hillary's eye? It has been well publicized that Solis and Clinton haven't been getting on since the former was fired. And many people on Clinton's staff, according to reports I have read, like to blame either Solis or Penn for the campaign's failure.

And: Why hire someone to be a chief of staff to someone else, even if it is your VP? Should the nominee be able to choose someone who he/she gets along with? Is the VP going to be a very short leash, controlled entirely by Obama and his inner circle? Who would want to take the position if that is the case?
