There's already a sufficient amount of the black stuff to go round to meet current levels of demand, as the Saudis have wearily insisted often enough over the past few months.

Because generally the prices have been allowed to rise, which helps contain demand, and helps encourage the marginal producer to increase supply.

OTOH if more and more places start supporting price controls and subsidies look out...
