Tim you mentioned that the lost freedom from the bans and hard limits should still be a concern IMO.

I asked if you found the situation afflictive, a simple probe into the practicalities of a situation eg mandated fuel stds.

I suggest no such thing.

You suggested that imposing costs without defining a specific way to deal with them is more likely less efficient, than the responses to those costs brought about by not imposing detailed requirements. I'm still trying to figure that out, but if all you mean is that one way of achieving reductions might be more efficient than the other, just say so and we can leave it at that.
