You can't break water down into hydrogen without applying energy of some form. The article doesn't pass the sniff test because the concept breaks the laws of thermodynamics. The energy used onboard the car to liberate hydrogen could instead be used to power the car. Taking it through the other steps just increases the inefficiency.
