We're not talking 10 years. If the bureaucratic red tape were eliminated, and drilling were conditioned on delivery beginning within 3 years, it could be done. Probably in 2.

It just doesn't take that long. The big problem is that they can only work a few months out of the year, when it is frozen, at first, to keep from damaging the land.

I am reminded of the estimates, during the Gulf War, that it might take 5-7 years to put out the oil well fires. When smart people are under pressure to accomplish a difficult task, it is amazing what they can do.

Now, if they just open it up and say, "take your time", it will probably take ten years. It would be critical to require production in the near term as a condition of the drilling to motivate drillers to move quickly.
