A friend that lost his house to a flood in '06 got .50c on the dollar from FEMA through his flood insurance. Many people affected by this flood are soon going to learn that federal insurance operates pretty much like private insurance. FEMA will help with rent and relocation for awhile, but it's not like anyone is going to get rich.

My friend sold what little land he had left and it has taken him 18 months to finally settle his issues with banks and govt. and finally find another home. He was clueless when he bought. We tried to tell him, but in the end he admitted, he had not respected the river.

Historical river bottom is only good for growing crops.
