Not a single drop of Alaskan oil goes to Japan.

When Congress allowed the TAPS pipeline, they passed a law requiring Prudhoe Bay oil come to the US. In the past during periods of low prices, the government reneged and allowed some (never more than about 7%) Alaskan oil to go to Japan, Korea and other markets, but since 2000 that has been changed back. No Prudhoe Bay crude has gone anywhere but the US since then.
