The study you quoted assumes the leasing ban extends through 2012. They figure (and this is all WAG) that production will start then about 2017 and by 2030 lower 48 production w/b 7% higher than if we don't open up OCS leasing. Note they expect lower 48 natural gas production to be up 18% in 2030 from opening up OCS leasing.

See no reason there to spurn OCS resources.

The OCS access case assumes that the current moratoria will not be reinstated, and that exploration and development of resources in those areas will begin in 2012.
.....
Leasing would begin no sooner than 2012, and production would not be expected to start before 2017.
.......
For the lower 48 OCS, annual crude oil production in 2030 is projected to be 7 percent higher
.....
natural gas production from the lower 48 offshore in 2030 is projected to be 18 percent (590 billion cubic feet) higher in the OCS access case (Figure 21).

Good comments to Jerome Paris's post on the Oil Drum:

I do not understand the Democrats resistence on the issue of increased drilling. They are certainly correct in stating the fact the U.S. cannot drill its way out of the problem but they completely miss the mark thinking conservation and alternative fuels are going to save us. Even if all vehicles switched over to some alternative to petro we still need the half of barrel not going into transit. Further, we need time to phase out the current fleet of vehicles. Even if everyone wanted a Prius, Toyota cannot make enough and the Prius still uses gasoline. Conservation by definition means you are still using the resource and the resource must come from somewhere.
.....
By your logic we should stop using any oil immediately because this would bring 100% focus on alteratives and solve the problem faster.

The liberal hysteria over oil drilling is incredibly illogical.
