The problem isn't quite as simple as some pretend. For one, conventional methods use a lot of water, anywhere from 1 to 7 barrels of water per barrel of shale oil. For another, the kerogen is only suitable for heavier products like kerosene and diesel. Now, in principle you could just cat crack it, but I don't think anyone has put together a process for that to yield light products like gasoline. So the R&D needs to be done and specialized refineries need to be built.
