In general, you have a point. But it isn't necessarily the case. I am guessing the refinery in question is an independent. At the moment, the bulk of our refining capacity for heavy, sour crude is by the independents. And independents will often sign long term contracts with companies like Costco instead of putting it on the spot market. That enables them to sign futures contracts for their oil.

Given the current spread between heavy, sour crude and light, sweet crude, both that refinery and Costco are probably making out like bandits.
