But that is exactly what crafting policy around wide-eyed optimism is all about. There is soooo much oil out there, why do anything different?

The fact of the matter is to assume there isn't much and work within that paradigm is much smarter. If it is wrong, well we have more time than expected. If it is right, well, we dodged the bullet.

Think of it as a variant on Pascal's Wager.
