I was just looking at that the other day. The U.S.G.S ANWR estimates are based on 2-D seismic data collected in 1984/85, plus data from nearby wells drilled outside the boundaries. This article suggests that a modern 3-D seismic survey is needed, and hints that oil companies might be reluctant to even bid on ANWR leases without data from further seismic testing...

There's been ongoing drilling on the North Slope for years. Presumably some of those rigs and experienced crews could be shifted over to nearby ANWR, with appropriate financial incentives.
